Mod "Lemur's Rebalance Mod" version 28.04.19 for Imperator: Rome (v1.0.x)

Goal of this mod is to change some parts of the to what I (and evetually community) think makes more sense or will make the game more enjoyable.
Right now it changes the following:
Advances:
+0.1 population growth to Civic and Religious Advances
+0.01 character loyalty growth for each 5 Oratory Advances
Population types:
Citizens reduce population growth by 0.01 (affected by their output)
Slaves increase population growth by 0.02 (affected by their output)
Stability:
Changes population growth by 0.03 * (stability level)
Positive stability reduces unrest by 1 * (stability level) (in vanilla its only reduced by negative stability)
Changes character loyalty by 0.01 * (stability level)
Government ranks:
Higher government ranks increase stability cost
Added change policy cost reduction to 2 more government ranks
Other changes:
Reduced scaling cost of power conversion

Compatibility
This mod does and always will disable achievements
Not compatible with mods that change Advances, population types, and modifiers that I changed
In multiplayer, all players need to have this enabled
Most likely can be turned on/off without breaking savegame
